Joseph M.Gilmore was consecrated Bishop of the Diocese of Helena on 19 February 1936. Three papal bulls were sent, one to the Archbishop of Portland, one to the public of the Diocese of Helena, and one to Bishop Gilmore. This particular bull was sent to Bishop Gilmore and is the most important. Without it, Gilmore could not be ordained Bishop, as it is publically proclaimed at the bishop's ordination. It is dated 16 December 1935 and bears the seal of Pope Pius XI attached at the bottom. The term "papal bull" comes from the Latin term "bulla," in reference to the heavy metal disk attached at the bottom that bears the seal of the pope at the time of the document's creation.
